ECE R86: installation of lighting on vehicles for agriculture and forestry

ECE R86 regulates how lighting and light signalling are to be fitted on vehicles used in agriculture and forestry. This is not just about the light used; the position, visibility, switching and application on the vehicle must also be correct.

For manufacturers, vehicle builders and B2B buyers, the assessment therefore begins with the vehicle itself. Which vehicle category are you dealing with? Which light functions are required? And will the lighting remain clearly visible in the final configuration?

ECE R86 is often seen as the agricultural counterpart to ECE R48. Whilst this comparison is helpful, the regulations are not simply interchangeable. This is because R86 takes into account the specific design of vehicles used in agriculture and forestry.

ECE R86 in a short overview

ECE R86 forms the UNECE framework for the installation of lighting on vehicles in the fields of agriculture and forestry. An approved light alone is therefore not sufficient. The mounting position, visibility, function and electrical circuitry must also be suitable for the vehicle.

What is ECE R86?

ECE R86 covers the installation of lighting and light-signalling devices on vehicles used in agriculture and forestry. As a result, the regulation looks beyond the technical details of an individual light.

The focus is specifically on the complete installation on the vehicle. Factors such as mounting position, visibility, function and electrical control all play a part in this.

For a vehicle builder, these are primarily practical questions. Where do you fit the light? From which angles must it remain visible? Furthermore, each function must be controlled correctly.

For example, an indicator may have been correctly approved, but be obscured by a mudguard or implement. In such cases, whilst the light itself complies technically, the installation is still not correct.

In short: product approval and correct installation are two different matters.

For which vehicles is ECE R86 relevant?

ECE R86 applies to vehicles used in agriculture and forestry. Within the European type-approval framework, these vehicles are further classified into categories T, C, R and S.

For categories R and S, the technical specification ultimately determines how the vehicle is classified. Therefore, a trade name alone, such as ‘press’ or ‘tanker’, does not provide sufficient certainties.

Furthermore, not every implement automatically falls within category S. Some mounted or interchangeable machines fall outside this vehicle category.

When working on a European vehicle project, you should therefore always use the official vehicle documentation. Examples include the Certificate of Conformity or the relevant type-approval dossier.

First, decide what you are building. Then determine the associated lighting and installation requirements.

How does ECE R86 fit within European regulations?

For vehicle manufacturing within the European Union, ECE R86 does not stand alone. The European type-approval framework contains additional and binding regulations.

Regulation (EU) No 167/2013 shapes the European framework for vehicles in the fields of agriculture and forestry. In addition, Delegated Regulation (EU) 2015/208 further elaborates on functional safety.

Annex XII of these regulations specifically addresses the installation of lighting. It covers, amongst other things, mounting positions, numbers, visibility and electrical connections.

That is why a vehicle builder must always consider the entire approval process. A single requirement from ECE R86 does not automatically tell the whole story.

What is the difference between ECE R86 and ECE R48?

Both ECE R86 and ECE R48 cover the installation of vehicle lighting. However, the regulatory frameworks have been developed for different vehicle groups.

Within the UNECE, ECE R48 covers standard road vehicles in categories M, N and O. These include passenger cars, commercial vehicles, trucks, buses and trailers.

However, vehicles for agriculture and forestry require different solutions. For example, tractors often have large tyres, tall structures and adjustable vehicle components.

Furthermore, attachments may partially obstruct existing light functions. It is precisely such circumstances that make having a dedicated mounting frame a sensible choice.

ECE R86 fulfils roughly the same function for vehicles used in agriculture and forestry as ECE R48 does for standard road vehicles. R86 takes into account the specific design and application of these vehicles.

Which lighting systems are covered by ECE R86?

Not every vehicle used in agriculture or forestry requires the same light functions. Therefore, the vehicle category, size and design determine which features are required or permitted.

In practice, you may encounter the following features, amongst others:

High beam Lighting the way ahead whenever the situation allows
Indicators Indicating a change of direction
Warning lights Warning other road users
Brake lights Indicating to following traffic that the vehicle is braking
Front position lights Indicating the vehicle’s presence and width at the front
Rear lights Making the rear of the vehicle easily recognisable
Reflectors Reflecting incident light and making the vehicle recognisable
Side marker lights Clarifying the side and length of certain vehicles
Reversing lights Supporting and making reversing manoeuvres visible
Work lights Illuminating a work area or work process around the machine

However, this table does not imply that every function is mandatory on every vehicle. You should therefore always check the requirements for the relevant category and model.

Why are mounting and visibility so important?

When it comes to vehicle lighting, people often check first whether the light is working correctly. However, for a correct installation, that is only the beginning.

Mounting height, spacing and geometric visibility can also be decisive factors. Furthermore, vehicle components must not inadvertently obscure a prescribed light function.

This requires particular attention when it comes to vehicles used in agriculture and forestry. Large tyres, mudguards and implements can significantly affect the visibility of lighting.

Therefore, do not simply check the installation whilst the vehicle is stripped down in the workshop. Also assess the configuration in which the vehicle is actually being driven.

In practice, the transport mode is often just as important as the basic configuration.

What if a front-mounted implement covers the lighting?

A front mower, front loader or other implement may partially obscure the vehicle’s original lighting. As a result, a technically compliant tractor may suddenly present a different situation after mounting.

For example, an indicator may become insufficiently visible. A position light may also be obscured by a structural component.

In that case, you must reassess whether the required visibility is maintained. Additional or alternative light positions may then be necessary.

That is why the complete vehicle configuration is key. Simply looking at the individual luminaire is not enough.

A well-lit tractor does not necessarily mean a well-lit combination

The same principle applies to the rear of a vehicle combination. As soon as you couple a trailer or implement, the visual outline of the vehicle changes.

Furthermore, the rear of the vehicle shifts as other road users actually approach it. Consequently, the features on the towed vehicle must also remain clearly visible.

These include, for example, indicators, brake lights, rear lights and reflectors. Depending on the vehicle, other marking devices may also be required.

The electrical connection between the tractor and the towed vehicle also deserves attention. After all, a high-quality lighting unit is of little value if the connection fails whilst on the move.

Work lights are not road lighting

Work lights play a vital role in agricultural and forestry machinery. A powerful LED work light improves visibility in the working area.

However, a work light serves a different purpose to low beam or high beam headlights. The light is designed to illuminate a work area or work process.

Road lighting, on the other hand, supports the driver whilst on the road. That is why a high light output does not automatically make a work light suitable for use as a headlight.

Furthermore, national traffic regulations may impose additional restrictions on the use of work lights on public roads.

How do ECE R86, R148, R149 and R150 compare?

Modern vehicle lighting is governed by several UNECE regulations. As a result, the numbering system can be confusing at first.

In practice, therefore, one key distinction is important:

ECE R86 concerns installation on the vehicle. Product regulations such as R148, R149 and R150 set out technical requirements for the light or reflective functions used.

ECE R148 – light signalling

ECE R148 sets out technical requirements for various light signalling functions. These include position, direction indicator and brake light functions.

ECE R149 – road lighting

ECE R149 sets out technical regulations for various shapes of road lighting. These include, amongst other things, various headlamp functions.

ECE R150 – reflective devices

ECE R150 covers retro-reflective devices and markings. These do not produce their own light, but reflect incident light back.

In short, the installation regulations and product approval complement one another. Both must therefore be correctly assessed when the product is put into use.

Is an E-mark sufficient for ECE R86?

No. An E-mark alone does not guarantee that the entire lighting system is correct.

An E-mark or E-type approval indicates the technical specifications for which a product has been approved. You must then ensure the product is fitted correctly to the vehicle.

  • The mounting position must be appropriate for the intended function.
  • The required geometric visibility must be maintained.
  • The light must be used for the correct vehicle function.
  • The electrical circuit must function correctly.
  • Other vehicle components must not inadvertently obstruct the function.

Kismet: a light with the correct E-mark may therefore form part of an installation that does not, in fact, comply correctly.

That is precisely why knowledge of vehicle construction is just as important as knowledge of the lighting units themselves.

Do excavators and construction machinery fall under ECE R86?

No, not automatically. ECE R86 is intended for vehicles in the fields of agriculture and forestry. A different working environment does not, therefore, automatically mean that a machine falls within this regulatory framework.

For example, a self-propelled excavator, wheel loader or other mobile machine may fall under a different vehicle category. Consequently, a different approval process may apply.

At the same time, a construction machine mounted on a standard lorry chassis can remain within category N. In that case, the R48 framework comes into play.

It is therefore not the sector itself that automatically determines which lighting regulations apply. The legal vehicle category and approval route are the guiding factors.

National regulations may impose additional requirements

European vehicle regulations harmonise a large proportion of the technical requirements. However, national regulations governing use on public roads may vary.
