The short answer

Implementing Regulation (EU) 2024/883 has been in force since March 2024, and this change is particularly far-reaching for trailer and semi-trailer manufacturers. From 7 July 2026, newly registered heavy trailers (O3 and O4) must be fitted with two separate positions for a rear number plate, including the associated lighting. That date is fast approaching. At the same time, Regulation 2024/883 covers more than just that: provisions on VIN marking, exemptions for light trailers and transitional arrangements are also being shaped.

In this article, you will read:

  • What Implementing Regulation (EU) 2024/883 means and how it relates to the GSR2 framework.
  • The four changes that directly affect trailer and semi-trailer manufacturers.
  • What changes per vehicle category (O2, O3, O4).
  • From when which rules come into force.
  • Where you will find further installation and mounting details.

What is Implementing Regulation (EU) 2024/883?

Implementing Regulation (EU) 2024/883 was adopted by the European Commission on 21 March 2024 and published the following day in the Official Journal of the European Union. Its official publication reference is EUR-Lex, under CELEX number 32024R0883. The regulation is directly applicable in all EU member states, without the need to amend national legislation.

In substance, this Regulation amends and rectifies Implementing Regulation (EU) 2021/535. That Regulation, in turn, implements Regulation (EU) 2019/2144, better known as the General Safety Regulation 2 (GSR2). This is the overarching framework for vehicle type approvals and their safety systems in Europe. Further background on the broader context of European vehicle regulations can be found in our overview of ECE standards and legislation.

The structure is therefore straightforward: GSR2 (2019/2144) specifies the ‘what’, 2021/535 specifies the ‘how’, and 2024/883 is the latest amendment to that ‘how’. Most provisions came into force immediately upon publication. The regulations concerning the mass of energy storage systems came into full effect on 1 January 2025. The most noticeable change for trailer and semi-trailer manufacturers – the dual number plate position – will come into force on 7 July 2026.

For trailers and semi-trailers: four changes that make a difference

Whilst the regulation has a limited impact on trucks , Regulation 2024/883 affects trailer and semi-trailer manufacturers in four specific areas. Three of these are technical in nature, whilst one is administrative. Together, they shape the agenda for every vehicle builder and every final mounting department over the next two years.

Double number plate position for O3 and O4 (from 7 July 2026)

This is the most significant change introduced by the regulation. Newly registered trailers in categories O3 (between 3.5 and 10 tonnes) and O4 (over 10 tonnes) must, from 7 July 2026, have two separate mounting positions for a rear number plate. Each position must be independently visible and fitted with its own ECE R4-compliant number plate lighting.

Important misunderstanding to clear up in advance: the regulation does not require two physical plates to be lined in practice. It requires the technical space on the vehicle. Whether a second plate is actually affixed to that space is a national regulation and varies from one EU country to another.

For semi-trailer and semi-trailer manufacturers, this means that the rear of every new vehicle type must be reassessed. The dual-position requirement must be taken into account before applying for type approval. If you would like to read about the background and context of this requirement, you can find it in our article on the second number plate requirement for O3 and O4. For the technical fitting requirements, orientation, visibility and connection to ECE R48, please refer to our article on the positioning of the dual number plate.

Licence plates with integrated lighting

Two number plate positions also mean two light points and additional cabling on a rear end where space is already limited. TRALERT® number plate holders with integrated LED lighting solve this: one unit, one connection, ECE R4-certified. Quick mounting, less cable on the rear bar.

Exemption for category O2

Not all trailer categories are covered by the new requirement. Category O2 trailers, with a maximum authorised mass of between 0.75 and 3.5 tonnes, are explicitly exempt from the second number plate requirement under Regulation 2024/883. Manufacturers of light trailers therefore have nothing to worry about in this regard.

The underlying principle is proportionality: for smaller trailers, dual number plate space would create unnecessary design and manufacturing complexity without any clear added value for enforcement and identification purposes. The single number plate position therefore remains entirely sufficient for O2, including the existing single number plate lighting in accordance with ECE R4.

VIN marking and traceability

A less visible, but concrete change from 2024/883 concerns the vehicle identification number. The regulation sets new rules for marking the VIN on the vehicle itself. The manufacturer must affix the VIN to the chassis at production and then ensure that the vehicle remains traceable through that number for 30 years.

For semi-trailer builders and semi-trailer manufacturers, this is mainly an administrative change in the type approval file. The practical mounting impact is limited, but the administrative record must be correct when applying for a new type approval. At the time of type approval, there is no need to check whether the manufacturer's traceability measures are actually in order. This is a responsibility that remains with the manufacturer.

Transitional regulations and new vehicle types

The obligations from 2024/883 apply to new vehicle types applying for type approvals as of the application dates. Existing type approvals will remain valid. However, those existing type approvals must be updated before 7 July 2026 to remain compliant for new registrations of O3 and O4 vehicles after that date.

This does not mean, however, that trailers and semi-trailers already on the road need to be retrofitted. The regulation does not apply retrospectively. But for every vehicle builder, the following applies: amending type approvals takes time, and the July 2026 deadline is tighter than it seems. Anyone who has yet to start revising their rear-end designs and submitting amended type approvals will find themselves in a tight spot. At the same time, this presents a logical opportunity to modernise lighting systems more broadly: LEDs instead of filament bulbs, integrated rear light units and more robust wiring harnesses.

What this means for vehicle builders and original equipment manufacturers

The dual number plate position has two direct knock-on effects on the lighting and wiring system. Firstly, a second ECE R4 light point is required at the rear of the trailer or semi-trailer. Secondly, the cabling to that light point must be incorporated into the wiring harness design. This affects the rear busbar, the cable route to the second position, and the choice of connector system. Depending on the vehicle class and application, you will use a 7-PIN, 13-PIN or 15-PIN plug assembly in accordance with ISO 12098.

As a supplier of ECE-certified trailer lighting, our technical account managers work closely with vehicle builders to develop the lighting plan, wiring harness, connectors and earth connection. This ensures your design complies with legal requirements and remains reproducible in series production. The actual installation choices remain with the fitter and the production line.

One regulation, but different national practices. Spain and Italy have long required two rear plates on heavy semi-trailers, whilst the Netherlands, Germany, France and most other EU countries do not. Regulation 2024/883 does not change this, and deliberately leaves the choice to the Member States. For international transport, it therefore remains necessary to check the requirements on a country-by-country basis.

Frequently asked questions

From when will the requirement for dual number plates on trailers come into force?

From 7 July 2026, newly registered O3 and O4 vehicles must be fitted with two separate number plate positions with associated lighting. This applies to vehicles for which type approval is sought from that date or which are newly registered. Existing trailers do not need to be modified, as the regulation does not have retroactive effect.

In which EU countries am I actually required to display two number plates on the semi-trailer?

The regulation merely stipulates that the technical space must be available. Whether you are actually required to fit two plates is a matter for national legislation. Spain and Italy have long required two rear plates on heavy semi-trailers. The Netherlands, Germany, France and most other EU countries do not require this, and there are no indications that this will change. For international transport, therefore, it is essential to check local regulations in advance.

Does the requirement also apply to category O2 (light trailers)?

No. Implementing Regulation (EU) 2024/883 explicitly exempts O2 vehicles – trailers weighing between 0.75 and 3.5 tonnes – from the requirement for a second number plate. For light trailers, the existing single number plate position remains sufficient. The single number plate lighting in accordance with ECE R4 is, of course, still mandatory on these vehicles.

What lighting is required for the second number plate?

Every licence plate position on an O3 or O4 vehicle requires its own lighting according to ECE R4. That means certified licence plate lighting that evenly illuminates the plate with white light without interfering with other functions at the rear. Both plate positions must function independently, including separate cabling to the second light point.
